ARTICLE ONE
NAME

1.1 The organization shall be known as “New Jersey High School Republicans” and may be abbreviated to “NJHSR”.


ARTICLE TWO

POLICY

2.1 The purpose of the organization shall be to advocate for the next generation of New Jersey Republicans by bringing young people into the party, providing opportunities for them to find political expression and recognition through promoting Republican ideals.

2.2 The organization shall operate as a New Jersey non-profit, recognized as tax-exempt under Section 501(c)(4) of the United States Internal Revenue Code.

2.3 The organization shall operate as an official auxiliary of the New Jersey Republican State Committee (NJGOP).

2.4 The organization shall operate as the official state chapter of the National Teen Age Republicans (National TARS).

2.5 The organization shall consider itself affiliated but independent from the Young Republican Federation of New Jersey (YRFNJ).

2.6 The organization shall not declare support for any political candidate until after their respective primaries have concluded, without consent of the Advisory Board.

ARTICLE THREE

MEMBERSHIP

3.1 Membership shall be open to any self-identified Republican in a New Jersey high school or any Republican who is a New Jersey resident, being a high school student or younger, or home-schooled, shall be eligible for active membership in this organization.

3.2 Membership of the organization shall expire after two months of their scheduled graduation from high school.

3.3 Graduated members shall be encouraged to join the New Jersey College Republicans and Young Republican Federation of New Jersey.

3.4 Members of chartered chapters shall be considered members of the organization.

3.5 Chapter members shall have the right to elect their chapter leaders.

3.6 Membership shall not be open to leftists, socialists, or Marxists.

ARTICLE FOUR

CHAPTERS

4.1 The organization shall order its membership into local and regional units with the purpose of carrying out the mission of the organization in their respective jurisdictions.

4.2 Chapters may be chartered as either high school clubs centered at a school, community chapters centered within a community or locality, or county chapters centered within a county.

4.3 County chapters shall be regarded as community chapters.

4.4 For a chapter to be chartered with the organization, the State Chairman and/or Development Director must confirm that the chapter has at least five members, including any officers, all of whom are registered members of the organization.

4.5 Chapters shall work in coordination with the organization and shall report on all meetings, progress, and important actions.

4.6 Chapters shall hold free and fair elections annually.

4.7 Chapters shall style themselves as High School Republicans or Teenage Republicans.

4.8 Chapters shall have logos and media account profiles approved by the Executive Board.

4.9 The Executive Board, with the permission of the Advisory Board, may withdraw the charter of any chapter that is not in conformity with this text or is found to be violating the organization's principles.

4.10 Chapters whose charters have been withdrawn are not permitted to reform as a new chapter with a similar organization.

4.11 Chapters may ratify their own bylaws and coordinate internal relations without unnecessary intervention.

ARTICLE FIVE

STATE COMMITTEE

5.1 The State Committee shall meet quarterly and adopt such resolutions to direct the organization.

5.2 Each high school club president shall serve on the State Committee, in addition to one extra delegate per twenty registered members.

5.3 Each community chairman shall serve on the State Committee, in addition to one extra delegate per twenty registered members, not represented by any high school clubs.

5.4 Each county chairman shall serve on the State Committee, in addition to one extra delegate per twenty registered members, not represented by any high school clubs.

5.5 The Chairman shall oversee the committee.

ARTICLE SIX

ELECTION OF OFFICERS

6.1 The State Committee shall convene annually to elect the Executive Board.

6.2 Eligibility to run for office shall be open to all sophomore members of the organization, after holding two months of membership.

6.3 Members may not declare candidacy following two weeks preceding the election.

6.4 Graduating members shall not be eligible to run for office.

6.5 The vote shall occur by secret ballot.

6.6 Measures shall be taken to ensure that each delegate casts their vote once.

6.7 The official tally shall be presented to the members and the State Committee by an Advisor. If no candidate receives a majority of votes, a runoff between the top two candidates shall take place.

6.8 Any voting irregularities, discrepancies, or allegations of improper influence shall be examined, and remedied as necessary.

6.9 For the duration of the meeting, and however long necessary, both the serving and elected boards shall work together to ensure a smooth transition. The elected slate shall be inaugurated by the end of the meeting.

ARTICLE SEVEN

EXECUTIVE BOARD

7.1 The Executive Board shall consist of the elected offices of Chairman, Vice Chairman, Secretary, and Treasurer.

7.2 Elected members of the Executive Board shall serve for a term of no more than one year after their election, at which point they shall either graduate, seek re-election, or leave the office

7.3 The Executive Board shall have the following responsibilities and duties:

  1. The Chairman shall serve as the Chief Executive of the organization, set the agenda and preside over all meetings of the Executive Board, and serve as the official voice of the organization. The Chairman shall also faithfully execute and obey all rules and resolutions adopted by the State Committee.

  2. The Vice Chairman shall fulfill all duties of the Chairman in their absence and shall complete any related duties prescribed by the Executive Board.

  3. The Secretary shall be the chief assistant to the Chairman and shall complete any related duties prescribed by the Executive Board.

  4. The Treasurer shall be the Chief Financial Officer of the organization and shall complete any related duties prescribed by the Executive Board.

7.4 All members of the Executive Board are subject to removal from office for failure to fulfill assigned duties or for violation of any law or rule of this organization, the Republican Party, or the commission of high crimes and misdemeanors, or generally inappropriate conduct.

7.5 The Executive Board shall appoint additional officers as it sees fit. They shall be removed by the Executive Board or by the State Committee.

7.6 At the petition of any elected Executive Board member, the impeachment process may be triggered. The State Committee shall be convened and presided over by either another Teenage or High School Republican State Chairman or the most senior Adult Advisor. The Committee shall operate as normal and all those accused shall have ample time to defend themselves as evidence is presented. By secret ballot, a three-fourths supermajority may remove the individual from office.

7.7 Should the Chairman resign, the Vice Chairman shall assume the Chairmanship for the remainder of the term.

7.8 Should the Vice Chairman, Secretary, or Treasurer resign, the State Committee shall fill the position.

7.9 Executive Board meetings shall be held at a time and in a manner specified by the Chairman. The Chairman may call special meetings for any reason. All Executive Board Members must be notified of operational meetings at least two days prior to the meeting, except under extraordinary circumstances. Minutes shall be taken and shall be accessible to all members within reason.

ARTICLE EIGHT

ADVISORY BOARD
8.1 The Advisory Board shall provide a source of advice and long-term structure for the organization while maintaining the integrity of a student-run organization.

8.2 The Advisors shall help the Executive Board in any way that the Executive Board considers necessary and shall have no power to take actions or make decisions on behalf of the organization without the authorization of the Executive Board.

8.3 There shall be no less than 3 and no more than 16 advisors. The three primary advisors shall be the chairman of the Young Republican Federation of New Jersey (YRFNJ), the immediate past chairman of the organization, and a formerly elected board member of the organization.

8.4 The advisors shall not be under the age of 18 or enrolled in high school.

8.5 The Chairman shall appoint or remove any adult to or from the Advisory Board with the consent of the Executive Board.

ARTICLE NINE

AMENDMENTS

9.1 The Executive Board may amend this document with the consent of the Advisory Board.

9.2 The State Committee may amend this document with a two-thirds supermajority.
